About CSS

National Case Management – Client Support Services (CSS) is a nationwide program providing specialized settlement services to meet the complex needs of eligible clients receiving case management support during their first 12–18 months of settlement in Canada.

The CSS program is funded by Immigration, Refugees and Citizenship Canada (IRCC) and implemented by the YMCA of Greater Toronto, where the National Coordinator is based. It is delivered through 30 sites across Canada and serves an average of 31,296 clients annually.

The purpose of CSS is to provide a client-centred, intensive case management approach that offers all eligible clients a warm, welcoming, and safe environment, essential supports, and a fulfilling settlement experience upon arrival in Canada.

The CSS Program follows a unique model with three core components:

1.     Case Management
Intensive case management services provide eligible clients with client-centred assessment, planning, and support for all family members in a desk-free, mobile environment, connecting them to the supports and services they need in the community during their first year after arrival.

2.     Community Connection
Working both within IRCC’s network of settlement services and across the broader community, capacity-building efforts strengthen the receiving community’s ability to provide culturally and linguistically appropriate supports and services that are responsive to newly arriving families, particularly those with complex or high needs.

3.     Coordinated Approach
The YMCA coordinates the CSS program nationally, supporting database development, information sharing, in-depth tracking and reporting, and providing support for innovation, quality improvement, and program evaluation.
