About CSS

National GAR Case Management - Client Support Services (CSS) is a nationwide program providing specialized settlement services to meet the complex needs of government assisted refugees (GARs) in their first 12-24 months of resettlement in Canada.  

The CSS program is funded by Immigration, Refugees and Citizenship Canada (IRCC) and implemented in the YMCA of Greater Toronto, where the National Coordinator is based and delivered by several sites across Canada. On a yearly basis, the CSS program serves an average of 11,000 clients.

The purpose of CSS is to provide client centered intensive case management approach that will provide GARs and vulnerable clients with a warm, welcoming and safe environment, essential supports and a fulfilling settlement experience on arrival in Canada.

The CSS Program uses a unique model with three core components:

    1. Case Management:  Intensive case management services in the CSS program provide GARs with client centered assessment, planning and support to all GAR family members in a desk-free mobile environment, linking them to the supports and services they need in the community in the first-year post arrival.

    2. Community Connection: Both within the IRCC family of settlement services and the broader community, capacity building aims to strengthen the receiving community’s capacity to provide culturally and linguistically appropriate supports and services that are responsive to newly arriving GAR families, especially those with complex/high needs.

    3. Coordinated Approach: The YMCA coordinates the CSS program province and nation-wide, providing national database development and information sharing, in-depth tracking and reporting, and support for innovation, quality improvement and project evaluation.
