National GAR Case Management - Client Support Services (CSS) is a nationwide program providing specialized settlement services to meet the complex needs of government assisted refugees (GARs) in their first year of resettlement in Canada. The CSS program is funded by Immigration, Refugees and Citizenship Canada (IRCC) and implemented in the YMCA of Greater Toronto, where the National Coordinator is based, and in several sites across Canada. On a yearly basis, the CSS program serves an average of about 8,500 clients.
The CSS Program uses a unique model with three core components:
- Case Management: From the initial health
screening to the development of personalized settlement plans, CSS Case Workers
provide mobile and flexible support that will help clients to transition with
ease in the first year of arrival.
- Community Capacity Building: The CSS
Program works to strengthen partnerships and engage the broader community.

- Standardized Professional Support and Program Advancement (National Coordination): The YMCA of Greater Toronto coordinates this dynamic program ensuring the CSS sites are continually collaborating, improving and moving towards a shared vision of helping Government-Assisted Refugees meet the challenges of a new home.
When GARs first land in Canada, they are enrolled into the Resettlement Assistance Program (RAP)—a federally-funded program under Immigration, Refugees and Citizenship Canada (IRCC) that provides income support for up to one year, as well as primary initial settlement services to GARs that varies between four to six weeks.
After the four to six weeks in RAP, GARs are transitioned into the Client Support Services (CSS) Program, where they can remain between 12 and 18 months. The objective of the CSS program is to provide an intensive and systematic client-centered/case management approach that give GARs a warm, welcoming and safe environment; the essential supports for a more positive settlement experience in Canada and to empower GARs to become independent.
After the completion of the CSS program, GARs are referred to settlement services available to them and other newcomers in their communities, so that they can continue their integration into Canadian life.
